State Bank of Pakistan Our Strength Comes of our People State Bank of Pakistan, is the most dynamic and progressive public sector organization of the country and is playing a very vital role in the economic revival, grown and development of Pakistan. SBP has made substantial progress in its journey to renew, build and strengthen its institutional capacity. State Bank of Pakistan has embarked on establishing a nation-wide Real Time Settlement (RTGS) System, in conformance with the BIS (Bank of international Settlement) Core Principles for Systemically Important Payment Systems (SIPS). RTGA Project Management Office at State Bank of Pakistan is entrusted with the responsibility of overseeing the implementation of the System named as PRISM (Pakistan Real – time inter bank Settlement Mechanism). PRISM is a cross functional project and team members from diversified back ground are involved in various project activities that require extensive coordination with internal and external stakeholders. The project is in its advanced stage of implementation and in order to further strengthen the project team. SBP is looking for highly motivated individuals in the areas of: JUNIOR JOINT DIRECTOR RTGS BUSINESS SPECIALIST (OG-4) JOB SUMMARY The incumbent will be responsible for developing policies/ business schemes related to automation of Large Value Payment & Settlement System, and handling business/ legal issues related to implementation of Real Time Gross Settlement (RTGS) System at State Bank of Pakistan. RESPONSIBILITIES * Handling of international/ domestic Clearing and Settlement Systems issues especially related to Large Value Payment and Settlement Systems. * Conduct research on liquidity issues, queuing arrangements, message flow and information structures in Settlement Systems. * Conduct research on the RTGS interfaces with the other settlement systems in the country and RTGS interface with the cross border settlement systems. * Handling issues related to Government Securities trading, Clearing & Settlement in primary and secondary markets on DvP, DvF basis in Large Value Payment & Settlement Systems. * Assistance In developing policies as per the legal framework for the Settlement / Clearing Institutions in Payment Systems and Electronic Funds Transfer Act-2007. * Development of RTGS Rules & Regulations and Agreements / Undertakings with the financial institutions. * Handling RTGS membership, regulatory and legal issues with the various stakeholders. * Development of business schemes for automation of Government Securities, Retail Clearing, Inter/ intra Bank funds transfers, Multilateral Net Settlement and Intraday Liquidity Facility. JOB SPECIFICATION EDUCATION: Masters Degree in Business Administration / MIS / Commerce from an HEC recognized institution. EXPERIENCE: 5 years banking experience with a minimum 3 years of experience in desjign and development of Large Value Payment and Settlement Systems. Know-how of banking and Payment Systems related laws / regulations, Money Market and Settlement Procedures is a must. SENIOR NETWORK ENGINEER (OG-4) JOB SUMMARY The incumbent will be responsible for ensuring the LAN/ WAN connectivity between RTGS participants and State Bank of Pakistan, managing network security and providing technical support to RTGS participants. RESPONSIBILITIES * Administer and maintain overall working of LAN/ WAN to ensure connectivity between RTGS Participants and SBP. * To set up Participant Banks RTGS Terrestrial Telecom Connectivity (DXXJSDN-BRI.ISDN-PRI) arrangements with SBP Primary and DR sites. * To setup wireless connectivity arrangements between participants and SBP (Primary and DR sites) * Provide technical support to RTGS Participant's IT teams for RTGS connectivity. * Ensure smooth daily technical operations of RTGS system. Network management and monitoring through net management/ monitoring software. * Manage network security up to network layer for the purpose of LAN Security. Support RTGS-SWIFT Connectivity between SBP and RTGS Participants. * Install Network Hardware and Network Software and conduct upgradation, if required. JOB SPECIFICATION EDUCATION: 4 year's Bachelor of Engineering in Electronics / Electrical / Computer Science/ Computer Systems/ Telecom from an HEC recogmized Institution. EXPERIENCE: Minimum five (5) years experience of working in the IT department, preferably of a banking institution with hands on experience on routers;, firewalls, multilayer switches and intrusion detection & prevention systems. Working experience of various Network products from Cisco, Vanguard, Nortel etc. and Network Management systems as well as network security essentials is required. Experience of working with carrier companies for establishment of telecom infrastructure would be preferred. SOFTWARE INTERFACE SPECIALIST JOB SUMMARY The incumbent will be responsible for development / design of RTGS Interfaces with the financial and banking applications of the State Bank of Pakistan, handling business / technical issues, related RTGS interface with other systems. RESPONSIBILITIES * Maintenance of RTGS interfaces with other systems like Globus, Swift. * Recommends interface program improvements and modifications as per the business requirements * Update status of interface projects to Project Manager. * Manage the project intake and administration process including compiling and maintaining project documentation, as well as monitoring, tracking and reporting of project status and variances. * Coordinate referrals for more complex issues to concerned stakeholder for resolution. * Meet with different leaders / managers of departments to resolve issues in implementation / development of various IT Interface. JOB SPECIFICATION EDUCATION: Masters Degree in Computer Science or 4 years Bachelors degree in computer engineering/software engineering from a HEC recognized institution. EXPERIENCE: Minimum 5 years of relevant experience in a complex IT environment of a banking institution. Must have worked on the development of complex interfaces with banking and financial applications. Experience of working with SWIFT and a core banking application and Oracle / UniVerse data bases will be preferred. SOFTWARE QUALITY ASSURANCE SPECIALIST (OG-4) JOB SUMMARY The incumbent will be responsible for ensuring the RTGS software quality assurance, as per the best international practices, and evaluating software enhancement as per the business / technical requirements of the RTGS Project. RESPONSIBILITIES * Evaluates and tests PRISM software and software development procedures to verify programs functioning according to SBP requirements and conform to established guidelines * Writes, revises, and verifies quality standards and test procedures for RTGS Software * Reviews new or modified program, including documentation, diagram, and flow chart, to determine if program will perform according to user Business and Technical Requirement. * Recommends program improvements or corrections to programmers. * Reviews computer operating log to identify program processing errors. Enters instructions into computer to test program for validity of results, accuracy, reliability, and conformance to establishment standards * Conducts compatibility tests with vendor-provided programs. Monitors program performance after implementation to prevent reoccurrence of program operating problems and ensure efficiency of operation. * Writes documentation to describe program evaluation, testing, and correction. * Evaluates proposed software or software enhancement for feasibility. May develop utility program to test, track, and verify defects in software program. JOB SPECIFICATION EDUCATION: Masters Degree in Computer Science or 4 years Bachelor degree in computer engineering/software engineering from a HEC recognized institution. EXPERIENCE: Minimum 5 years experience in Software Quality Assurance in a reputable organization preferably a banking institution. ASSISTANT DIRECTOR RTGS OPERATIONS (OG-3) JOB SUMMARY The incumbent will be responsible for maintenance of RTGS operations and interfaces with in house banking and financial applications. He / She will also review existing settlement and clearing policies and will be responsible for aligning these with the upcoming settlement procedures. RESPONSIBILITIES * Maintenance of RTGS interfaces with other systems like Temenos Globus, SWIFT. * Recommends interface program improvements and modifications as per the business requirements. * Update status of interface projects to Project Manager. * Manage the project intake and administration process including compiling and maintaining project documentation as well as monitoring, tracking and reporting of project status and variances. * Coordinate referrals for more complex issues to concerned stakeholder for resolution. * Coordinate with different internal departments to resolve issues in the implementation/ development of various change initiatives. JOB SPECIFICATION EDUCATION: Masters Degree preferably in Business Administration/ Computer Science / Commerce / Economics from an HEC recognized institution. EXPERIENCE: Minimum 3 years in Treasury / Banking / Accounts of a banking institution. Knowledge of Money Market Operation and Clearing & Settlement is a must. RTGS OPERATIONS OFFICER (OG-2) JOB SUMMARY The incumbent will be responsible for handling day-to-day RTGS operations, retrieving and reconciling system reports and imparting training for RTGS operators in financial institutions. RESPONSIBILITIES * Conduct and supervise daily operations of RTGS strictly in compliance with RTGS Operations Manual. * Monitor Inter Bank Funds Transfers and Government Securities trading in RTGS System. * Provide RTGS workplace training to Participant institutions and other SBP staff. * Suggest amendments to the operating instructions/ RTGS Operations Manual and implement the approved amendments. * Coordinate with operational staff of Participants and relevant SBP departments, at appropriate level to ensure trouble-free operations of RTGS system. * Correspond with internal departments of SBP and Participants to resolve matters relating to RTGS operations. * Coordinate with the stakeholders for any change in policy governing the RTGS operations. * Propose modifications in the RTGS system software to superiors to increase the efficiency and effectiveness of the system. * Conduct the Back-up strategy and Business Continuation Plan Tests regularly and communicate the results to the superiors. * Organize duty times/shifts of the RTGS Units and duty rooster on weekly basis JOB SPECIFICATION EDUCATION: Masters Degree preferably in Business Administration from a HEC recognized institution. EXPERIENCE: Minimum 2 years experience in banking clearing and settlement operations. Working knowledge of money market settlements and NIFT Clearing is a must. COMPENSATION PACKAGE * Negotiable salary package in the salary scale of OG-4 (Rs. 50, 000 to Rs. 150,000), OG-3 (Rs. 34,000 to 120,000) and OG-2 (Rs. 28,000 to 90,000) in accordance with the experience and qualification of the candidate. * Free medical facility for self and dependent family members in accordance with SBP rules. * Contributory Provident Fund, Gratuity, Leave Fare Assistance, Staff Loans and other facilities as per Bank’s rules.
