STATE BANK OF PAKISTAN OUR STRENGTH COMES FROM OUR POEPLE State Bank of Pakistan, is the most dynamic and progressive public sector organization of the country and is playing a very vital role in the economic revival, growth and development of Pakistan. SBP has made substantial progress in its journey to renew, build and strengthen its institutional capacity. SBP taking cognizance of the developments taking place across the Pakistan's financial markets, need to position central bank better to respond to growing diversity, size and challenges of markets, has undertaken various organizational development initiatives to build, strengthen and to further enhance/strengthen the Finance function. In order to fulfill the objectives, SBP is looking for experienced and highly motivated individuals in the areas of: JOINT DIRECTOR (OG-5) – GOVERNMENT ACCOUNTS UNIT JOB SUMMARY The key responsibilities will include: * Responsible to supervise preparation and monitoring of Government balances, coordination and resolution of policy matters relating to SBP function as Banker to the Government including various cases for instructions on policy matters. * Liaison with all internal / external stakeholders and accounting / auditing bodies i.e. Auditor General of Pakistan, Controller General of Accounts, Central Board of Revenue, SBP BSC Head Office & Field Offices, Information Systems and Technology Department of SBP, National Bank of Pakistan and PIFRA (Project for Improvement of Financial Reporting and Auditing) authorities. * Maintain a vigil on credit limits for various Provincial Governments and other Public Sector entities and corresponds with the relevant quarters. * Responsible for maintaining close coordination with government bodies for implementation of various accounting projects at SBP and SBP BSC. * Resolution of policy matters relating to Government accounts, coordinate / organize meetings with stakeholders & represent SBP in meetings in respect of Government accounts issues/policies & automation. * Preparation of policy proposals for Management decision in fixing and revision of credit limits of provincial governments and public sector entities. * Supervise and coordinate IT and Chart of Accounts implementation and address concerns regarding Government account rules/regulations including Federal Treasury Rules. JOB QUALIFICATION EDUCATION: MBA / Masters Degree in Finance / Commerce or equivalent qualification from a well reputed university or qualified member of a professional accounting body. EXPERIENCE: At least 10 years of relevant experience, out of which 5 years in managerial position dealing in finance and accounts related functions. GLOBUS BUSINESS MANAGER (OG-4) JOB SUMMARY The key responsibilities will include: * Supervise and ensure implementation of Globus System (including system upgrade) at Finance Department as per approved Product & System Specifications. * End to end delivery from preparation and finalization of Product and System Specifications, UAT, incident resolution to live operations. * Functional System Administration for Finance Department SBP and policy guidelines for overall Globus Security Management System. * Conduct post-implementation review of various products and processes to ensure maximum efficiency based on best practices. * Manage and monitor various interfaces with core banking solution. * Working knowledge of GL maintenance in an automated environment. * Manage Chart of Accounts in Globus System in line with Oracle GL Chart of Accounts. * System based reporting and coordination with stakeholders for system implementation and monitoring. * Preparation and delivery of detailed training programs for Finance Department users on "To-Be" system based solutions before live operations. * Supervision of day to day user support at Finance Department and system monitoring. JOB QUALIFICATION EDUCATION: MBA / Masters Degree in Finance / Commerce or equivalent qualification from a well reputed university or qualified member of a professional accounting body. EXPERIENCE: At least 5 years (with 03 years in supervisory capacity) in IT related fields, technical documentation and prior implementation experience of a core banking and treasury software. COMPETENCIES * Good understanding of treasury and general accounting using core banking/ treasury IT system. * Good understanding of GL reporting and MIS of general and treasury banking operations. * Strong oral and writing communication skills. * Ability to identify workflow patterns and propose system based solutions. ERP BUSINESS MANAGER (OG-4) JOB SUMMARY The key responsibilities will include: * Manage and coordinate development of business requirements, systems & business solutions in coordination with ISTD, Business Users and other internal and external stakeholders for implementation of automated business applications in the area of Oracle ERP - Financial Systems. * Coordinate end to end delivery from preparation and finalization of Product and System Specifications, UAT, and incident resolution to live operations for new / emerging business requirements. * Manage centralized maintenance of SBP group Chart of Accounts and provide day to day users1 support. * Preparation and delivery of detailed training programs for Finance Department users. * Oversee and monitor business aspects of automated financial systems integration. * Liaison with Globus, Payroll and other financial systems teams, on business and technical sides, for smooth operations of Oracle ERP applications. * Maintain and update Functional System Administration (FSA) framework for Oracle ERP (Financial) and other related applications for SBP and SBP BSC covering FSA policy and processes including guidelines for User Access Management. * Monitoring implementation of Functional System Administration Framework for Oracle ERP (financial) applications and related systems on continuous basis. * Review and analyze existing IT systems and business processes for continuous improvement JOB QUALIFICATION EDUCATION: MBA / Masters Degree in Finance / Commerce or equivalent qualification from a well reputed university or qualified member of a professional accounting body. EXPERIENCE: At least 5 years (with 03 years in supervisory capacity plus experience in coordinating and facilitating full cycle implementation major integrated/ERP automation project in a reputable bank/ financial institution with demonstrated ability to drive and support diversified group of stakeholders. COMPETENCIES * Good exposure/ understanding of working and operations of ERP applications in multi-systems integrated environment. * Excellent communication (written & Oral), presentation and coordination skills. * Experience in operational policies & procedures making/ reengineering and process documentation. * Good exposure/ understanding of working and operations of ERP applications in multi-systems integrated environment. Effective use of MS Office, Visio. MANAGER ACCOUNTS (OG-4) JOB SUMMARY The key responsibilities will include: * Monitor processing of intimation received from international donor and lending agencies relating to loans / funds / grants and ensure timely / value date disbursement of payments to the beneficiaries. * Monitor and process booking of sales / purchase of AMU Dollars and timely settlement of accounts of Central Banks of participating member countries of Asian Clearing Union. * Monitor & supervise processing of purchases and repurchases of Special Drawing Rights (SDR) from /to International Monetary Fund under different facilities available to the Government of Pakistan and settlement of Fund Balances. * Monitor & supervise processing of payments/reimbursement and replenishment of funds on account of project loans under various funding arrangements i.e. Technical Assistance for Banking Sector (TABS)/Microfinance Sector Development Project (MSDP),State Bank Partnership for Microfinance (SBPM) etc. * Monitor payments/receipts under Pakistan Export Credit arrangements and ensure that the transactions are booked & records maintained property. * Handle the work relating to guarantees issued to foreign creditors on behalf of Government/public sector entities against counter guarantees of Ministry of Finance. JOB QUALIFICATION EDUCATION: Masters Qualification in Accounting, Commerce, Business Administration (Finance) and Economics etc. EXPERIENCE: At least 07 years experience (with 03 years in supervisory capacity) in Commercial Banking/Foreign Exchange Operations. Candidates who have completed DAIBP with strong computer skills (Microsoft Office) will be preferred. COMPENSATION PACKAGE * Negotiable monthly monetized salary in the salary scale of OG-4(Rs.50,000 to Rs. 150,000) & for OG-5 (Rs.68,000 to Rs. 180,000) in commensuration with the experience and qualification of the candidate. * Free medical facility for self and dependent family members as per Bank's rules. * Provident Fund, Gratuity, Leave Fare Assistance, Staff Loans other facilities as per Bank's Rules.
