1. Develops in-depth knowledge of assigned program areas, including current issues and key resource people and organizations, and a clear understanding of how they fit into the Foundation's interests. Develops and maintains adequate resource files for assigned program areas.
2. Develops proposals in the assigned initiative program area(s) and formulates recommendations for funding. Ensures that proposal summaries are coherent and accurate, and that all required information is provided. Is prepared to answer any substantive question about the proposals. May entail contacting appropriate organizations to encourage them to develop proposals for possible funding by (OFFICE NAME). If necessary to reject a proposal under development, develops a complete and coherent rejection rationale.
3. Approves final evaluation plan for each proposal recommended for funding. Reviews and approves funded grants' evaluations (grant reviews). Periodically reviews and reports on the overall effectiveness of each program area.
4. Conducts site visits to grantees and potential grantees, and the consequent travel, as an integral part of the position.
5. Initially screens proposals (first readings), applying a breadth of knowledge on a wide range of subjects and a clear understanding of the Foundation's interests.
6. Stays informed about, and follows up as necessary on, grant-related issues throughout the grants' duration.
7. Establishes and meets specific work-related goals as outlined in quarterly work plans and gauged in quarterly and annual statistics.
8. Attends BOD/AC Meetings to support recommendations and provide information, and interacts with Directors throughout the year. Keeps Senior Program Officer informed.
9. Participates in joint efforts and affinity groups of foundations and with the provision of non-grant support to Foundation grantees. Represents the Foundation professionally by responding to inquiries and attending meetings and conferences. Develops position papers as assigned on new subject areas for creative and active Foundation involvement.
10. Performs other duties as assigned. Supervises: Assigned Program Associate and Administrative Assistant in conjunction with other Program Officer and Senior Program Officer
1. Education: College degree required; Master's degree highly preferred.
2. Work experience: Minimum 5 years relevant work experience, with 3 years experience in job-specific relevant field. Strong involvement over several years in poverty issues; grassroots work experience. If no graduate degree, significant additional relevant experience will be considered.
3. Skills: Computer skills, including word processing (Microsoft Word and Windows 95 desirable) and some experience with spreadsheets (Lotus/Excel). Second language and grants database(s) desirable. Excellent research, written and oral communication skills; interpersonal skills; demonstrated reliability, attention to detail.
4. Capabilities: Solid judgment; critical thinking skills; a sense of teamwork and community.
5. Conditions (Particular to position, such as: % of travel required; ability to work overtime with little notice; use of own vehicle): Ability to travel 20% of time.
