Job Description/ Responsibilities | Qualifications: BE or BS degree in engineering or equivalent. Preferably Chartered/Professional Engineer 15+ years' varied instrument engineering design, installation and integration experience in an oil/gas development environment, including experience in most modern field instrumentation and control equipment and systems Working knowledge and experience in offshore oil & gas industry codes, specifications and practices (HSE, API, NFPA, ISA, IEC etc.). Familiar with Process Safety Management and HAZOP / SIL study Must be comfortable communicating with and have an ability to influence all levels of the organization with very good English written and verbal communication skills Role: Responsible for the development and implementation of various systems engineering projects in support of day to day operations, execution of expansion or upgrading projects. Provides specialist engineering expertise in resolving persistent or complex systems/equipment problems. Projects depending upon their value/nature may be implemented internally or externally. Ensures that all projects are implemented in accordance with the company's health, safety and environment policies and procedures Main Duties: Directs external and internal resources in carrying out various projects related activities and participates in such projects by carrying out all of the following tasks and duties. Works with customers to establish priorities then direct the work based on these priorities Carries out a range of feasibility studies on proposed systems' upgrades, developments or expansions. Includes carrying out a full field survey, discussing issues, requirements & technical constraints and providing an independent assessment of requirements and current capabilities. Participates in internal discussions of requirements and presents findings to Manager concerned. Obtains external input and advice in investigating options and solutions to more complex technical systems problems, for example on available hardware and systems devices. Liaises with Facilities Engineers on the 'sizing' of control valves to be used Prepares, submits and discusses at all stages, financial proposals for suggested projects on the Company's instrumentation and systems. Includes preparing the basic technical detailing of the proposed work, calculating and detailing the anticipated costs of labour, hardware, software and integration leading up to the preparation of an Authorization For Expenditure (AFE) for management approval. Participates as required in the review and discussion of AFE's at the management level As the SPOC for systems engineering and problem solving activities in one of the operating units, will carry out assignments independently in accordance with professional standards, Company policies and procedures. Work is subject to periodic peer review Develops, detailed project planning and decision making, determining detailed work for projects, assigning priorities and providing suggestions on execution of projects, for example, discussing whether projects would be carried out in house or externally. Presents proposals to Management for decision and approval Directs the work of external consultants working on projects and provides technical guidance and advice to other engineers in the Group Manages and is the Company's 'Champion' for the implementation of a comprehensive process safety system. Includes the development and communication of safety management philosophies, development and implementation of safety methods and procedures and the Company-wide communication of the system at all levels Supervises the preparation for installation, testing and commissioning of all onboard safety systems. Acts as contract focal point for all project management, commercial and technical decision making. Ensures that documentation is prepared during handover and provides or ensures that training in new safety systems is provided to all on-board employees Monitors ongoing operation of process safety systems, reviewing and discussing safety incident reports and carrying out HAZOP analyses Executes approved projects internally ensuring that all technical, logistical and financial targets and standards are fully met. Includes obtaining approval for detailed project plan, including setting up a management and reporting structure; carrying out, reviewing and obtaining technical and user approval for all detailed design work; investigating and working through the decision making processes for hardware and software acquisition. Works with originator in raising requisitions for purchase and visits vendors to ensure work is carried out at all stages in accordance with detailed specifications. Receives and checks from a technical point of view, all received hardware, software and systems peripherals Participates in the overall supervision of projects to be executed by external consultants. Includes preparing technical specifications and participating in the technical analysis of bids; working with bidders in establishing a project management plan, monitoring its execution at all stages. Monitors technical progress of work, including visiting vendors work locations, reviewing and participating in the approval process for preliminary and final design work; receiving and checking invoices for work and purchases and participating in project handover discussions and activities upon completion. Participates in internal post completion discussions Participates in the implementation/integration of completed field instrumentation projects in client’s facilities offshore, liaising with the management group to arrange facilities and timing. Includes carrying out the installation of hardware, arranging control system connections, configuring and the testing of all systems in an 'off line' and finally 'on line', environment. Tests operations and monitors for an agreed period, handing over new systems to the user. Documents all systems and prepares detailed procedures for ongoing operation and maintenance of the systems. Monitors the operation of new systems on an ongoing basis, liaising with external consultants if they have been involved, in resolving 'teething' troubles etc Provides services and is responsible as the SPOC on systems engineering activities. In that role prioritizes and coordinates the execution of all systems engineering projects and is directly responsible to the customer in all of these efforts Execute new and upgrade projects related to ESD systems, fire and gas systems, and various field instrumentation and control systems Develop SAFE Charts and P&ID’s with capability to lead instrumentation projects from concept to commissioning Lead Process Safety and Environment Information maintenance and SAFE Chart function testing programs Participate in Process Hazards Analysis reviews on assigned platforms as part of the ongoing Process Safety Management Program Troubleshoot and/or provide assistance to offshore personnel on instrumentation and control systems problems to determine the root cause of malfunctions. Identify necessary materials and additional resources to make repairs Carries out a range of other similar and/or related duties including: • Keeping abreast of technological developments in field instrumentation, sharing information with colleagues and users • Ensuring that engineering records are kept fully up to date on an 'As built' basis with all additions/modifications • Ensuring that all activities, own and those of contractors, are carried out in accordance with the Company's Health, Safety and Environment policies and procedures Carryout document/drawings update as per the CAF and project management process Participates or conducts training for offshore personnel on the upgraded or newly installed systems Provides Emergency Assistance to offshore operations for any emergency situation or shutdowns offshore Technical Authority for Instrument and control items Mentoring junior engineers Prepare data sheets for the instruments as per the process details Review FEED/Feasibility studies prepared by consultants Carryout minor software modifications in the control system Evaluate vendors for Instrument and Control equipment and review vendor drawings and sizing calculations Ensures that the above functions are performed in accordance with the company’s health, safety and environment policies and procedures. And the offshore oil & gas industry codes, specifications and practices (e.g. HSE, NEC, IEC, API, NFPA, ISA, etc.) are followed |
