Mobile Cellular License holders provided the facility of Mobile Number Portability “MNP” to their subscribers in accordance with the Mobile Number Portability Regulations 2005. The regulation required the Operators to develop and maintain a central database authority on equally approved terms to implement MNP. Therefore as a result the Operators established “Pakistan MNP Database (Guarantee) Limited” in October 2005 with the aim to “Own, Operate and Maintain a Central Database System.” PMD is working with the Objective to provide Mobile Number Portability services to subscribers of all member operators of the company and to perform all activities that are favorable for the attainment of these objectives. The company is limited by guarantee U/S 43 of the Ordinance. All six cellular mobile operators in Pakistan are members of the company.
